does anyone now of such a device:

a USB power supply:
Input USB
output 0-5 volt DC adjustable/controlled via windows or linux

it should be powered via USB, 100 ma are enough

Since USB is allowed to output as little as 4,25V this device will be 
somewhat complex as it will need a stepup converter inside.

The DPS5005 and other from that series can be controlled via UART/USB.

Macht genau was du suchst. Keine Softwarenotwendig wegen integriertem 
http-Server. Ziemlich geil.
